Isaiah 26:10 Though grace is shown to the wicked, they do not learn righteousness; even in a land of uprightness they go on doing evil and regard not the majesty of the LORD.

The wicked receive "common grace" (Matt. 5:45), but this differs from "saving grace," which is only given to the elect (Eph. 2:8-10; cf. Eph 1:4-5, 11). Even though the wicked receive common grace, they still fail to recognize God and turn to him in righteousness (Acts 14:14-17; Rom. 1:8-32; 8:5-8; 1 Cor. 2:14).
